Update Planetaries v1.74

I want to start by thanking you all for playing, supporting, and providing feedback. So many of you are kind-hearted, and your support means the world to me. This update adds some new weapons, crafting recipes, overall improvements and fixes, some balancing, and a new event.
What's New:
- DLSS tweaking for RTX cards
- Server stability improvements
- Fixed minor visual bugs
- Minor weapon balancing
- Minor bug fixes
- You can now build in the Arctic biome
- More resource variety spawns in the Arctic biome
- Added buildable Large Particle Accelerator
- Added new weapon: Aero Bow
- Added the ability to change arrow types for bows by pressing "G"
- Added Inferno Arrow
- Added new keybind "Switch Ammo" (default: G)
- Added new weapon: Shotgun
- Added crafting recipe for Aero Bow
- Added crafting recipe for Inferno Arrow
- Added crafting recipe for Shotgun
- Added crafting recipe for Precision Rifle
- Added crafting recipe for Pulse Charge Module
- Added new random event: Pirate Base Construction
